People perform the sacrament of Reconciliation because they are contrite from something that they have done and would like God to forgive them.

The Keys are a great symbol of Reconciliation because Jesus says to Peter "I will give you the keys to the kingdom of heaven; what you prohibit on earth will be prohibited in heaven, and what you permit on earth will be permitted in heaven." (Matthew 16:19), he then gave the church right to forgive sins.
